COMMUNICATION FOR DEVELOPMENT AND THE BRAZILIAN NATIONAL POLICY FOR TECHNICAL ASSISTANCE AND RURAL EXTENSION

This study investigates the relationship between the communication of Brazilian Technical Assistance and Rural Extension (Ater) institutions and the objectives of the National Policy for Technical Assistance and Rural Extension (Pnater). The aim was to verify to what extent the communication of Ater institutions reveals the alignment of technical assistance and rural extension actions with the objectives of Pnater. Web data mining techniques were used to collect, process, and extract information from publications of these institutions found on their news websites. Through the application of text classification models, it was observed that not all of Pnater's objectives are contemplated in the actions. Objective II (supporting economic initiatives that promote regional and local potential and vocations) and objective V (advising on the various phases of economic activities, business management, organization, production, market insertion and supply, observing the peculiarities of different production chains) were the most prominent in the publications, while the other objectives were only marginally verified. The results corroborate the view that, among extension agents, there is disagreement as to whether the role of rural extension is to contribute to the establishment of management methods capable of democratizing decisions, contributing to the construction of citizenship, and facilitating the process of social control in the planning, monitoring, and evaluation of activities.
