SOCIO-ENVIRONMENTAL INJUSTICE IN URBAN SPACES: A COMPARATIVE ANALYSIS OF GREEN INFRASTRUCTURE AND ENVIRONMENTAL RISKS IN THE BELA VISTA AND NAVEGANTES NEIGHBORHOODS OF PORTO ALEGRE – RIO GRANDE DO SUL

The unequal distribution of green infrastructure and the differentiated exposure to environmental risks in the Bela Vista and Navegantes neighborhoods embody processes of socio-environmental injustice in the urban fabric of Porto Alegre, Rio Grande do Sul. This study aims to analyze the influence of socioeconomic conditions on the configuration of this infrastructure and on vulnerability to environmental risks. To this end, a qualitative and quantitative research approach was used, through bibliographic review, document analysis of master plans and technical reports, and compilation of secondary data relating to socioeconomic indicators, tree cover, and flooding points. As a result, it was observed that the Bela Vista neighborhood has a tree cover index of 29.75% and a Human Development Index (HDI) of 0.958, while Navegantes registers only 4.60% vegetation cover and an HDI of 0.801, highlighting disparities that materialize in greater exposure to flooding, heat islands, and a lack of green areas. This study concluded that inequality in the distribution of green infrastructure reflects historical patterns of socio-spatial segregation, demanding the formulation of public policies oriented towards environmental equity and the effective right to a sustainable city.
