PUBLIC GOVERNANCE AND INSTITUTIONAL ASSESSMENT IN ENVIRONMENTAL LICENSING: THE CASE OF THE CASTANHEIRA HYDROPOWER PLANT IN THE BRAZILIAN AMAZON

This article analyzes the relationship between public governance structures and the assessment of cumulative impacts in the environmental licensing of large-scale projects in the Amazon. The research uses technical and procedural documentation related to the Castanheira Hydropower Plant (UHE Castanheira), located in the Juruena River basin (Mato Grosso), as an empirical case study. The objective is to investigate the articulation between territorial environmental planning instruments and project-focused decision-making. The qualitative methodology is based on documentary and content analysis. The results indicate limitations in the assessment of synergistic impacts, challenges in integrating Indigenous communities into the decision-making process, and jurisdictional divergences among agencies from different federative entities. It concludes that the absence of systemic governance results in decisions based on partial data. This limits the effectiveness of environmental licensing and increases the likelihood of negative socio-environmental externalities.
