THE USE OF PUBLIC PROCUREMENT POWER IN THE DEVELOPMENT OF MICRO, SMALL AND MEDIUM ENTERPRISES IN SOUTHERN AFRICA

The Southern African Development Community (SADC) industrialization strategy, approved in 2015, urges member countries to implement an integrated policy framework, including a public procurement policy that prioritizes local Micro, Small and Medium Enterprises (MSMEs). This research aims to evaluate the adoption and implementation of public procurement instruments that promote the development of MSMEs in SADC countries. The study mapped international experiences on the adoption of instruments to promote MSME development through a literature review and using document analysis techniques. The research concluded that, given the adoption and implementation of a diversity of instruments and, in some cases, their latent ineffectiveness, SADC should approve guidelines for reforming public procurement policies and laws, enshrining instruments that promote MSME development, as well as mechanisms for their implementation and monitoring.
