Abstract

The decarbonization of port operations has gained prominence in national and international climate policies, particularly due to the high dependence on fossil diesel in both maritime and land transportation. This article evaluates scenarios for replacing diesel with Hydrotreated Vegetable Oil (HVO) at the Port of Itaqui, estimating costs and CO₂ emissions under different fuel-use combinations and carbon pricing conditions. Based on emission factors and economic parameters obtained from the literature and official inventories, a computational tool was developed to operationalize a model for calculating emissions and net costs, also considering revenues associated with carbon credits. The tool was applied to five scenarios involving transport vehicles and a backhoe loader at the Port of Itaqui, comparing the continued use of diesel with partial and full substitution by HVO for the years 2025 and 2050. The results indicate significant emission reductions in scenarios involving HVO and suggest that, in a context of higher carbon valuation, HVO may become economically more attractive than fossil diesel. It is concluded that the model and the associated tool can support strategic planning for the port energy transition by integrating economic and environmental variables into scenario analyses.
