Abstract

This article examines the design, implementation, and evaluation of the Embarkation Program of the State Planning Secretariat of Piauí (SEPLAN/PI), an initiative considered innovative in the context of direct public administration in the state. The program was developed in 2025, from June to September, after the conclusion of the first Government Management Career competition, established by Law No. 8,202/2023. The competition was regulated by Notice No. 01/2024, and the first appointments to the position of Government Analyst were made through Decree No. 23,844/2025, resulting in the hiring of 15 new civil servants who began participating in an initial 90-hour training program focused on institutional culture, strategic planning, ethics, diversity, behavioral profile, competencies, and the functioning of SEPLAN's administrative units. The process also included a mentoring system structured in cycles of 30, 60, and 90 days, in line with the probationary period guidelines defined by Decree No. 15,605/2014 and the fundamentals of the State Civil Servants Statute, established by Complementary Law No. 013/1994. The research adopts a qualitative approach, with documentary analysis, participant observation, and case studies, complemented by data obtained through questionnaires and surveys administered during the training process. The results indicate a high level of participant satisfaction, greater understanding of institutional functions, and accelerated integration into the organizational culture. It can be concluded that the Embarque Program represents a milestone in the professionalization of public management in Piauí, with potential for institutionalization and replication in other agencies, contributing to the strengthening of the newly implemented career path and the state's capacity for government management.
