URBAN DRAINAGE PLAN: A SCOPE REVIEW ON THE ARTICULATION BETWEEN TECHNICAL, REGULATORY AND CULTURAL ASPECTS

Unplanned urban growth, soil sealing, and the intensification of extreme hydrological events are increasing the challenges for stormwater management in cities. This study conducted a scoping review to map the scientific evidence and technical, normative, and cultural gaps regarding the formulation, updating, and evaluation of municipal urban drainage plans, identifying how these axes are articulated or strained in planning practice. The research was conducted in the Web of Science and Scopus databases, using the PCC (Participant, Concept, and Context) model, with bibliometric and content analysis. The results identified a predominance of technical-instrumental approaches, centered on hydraulic-hydrological modeling and quantitative methods, with less attention to normative and cultural dimensions. It was observed that, although there are advances in decision support methodologies and scale integration, a misalignment persists between technical advancement and the organizational maturity necessary to incorporate such innovations. The review identified four vectors of progress (institutionalization of multi-criteria methods, multi-scalar integration, strengthening of intersectoral coordination, and development of institutional metrics), and three structural bottlenecks (normative fragmentation, budgetary constraints, and technical cultures resistant to learning). It concluded that the development of drainage plans depends not only on technical sophistication, but also on the capacity for articulation between technical knowledge, legal mechanisms, and institutional culture.
