PROPUESTA DE UN MODELO DE PLANEACIÓN ESTRATÉGICA PARA ORGANISMOS OPERADORES DE AGUA (OOA) EN MÉXICO

Municipal Water Utility Operators (OOA) in Mexico face a complex set of challenges, including water scarcity, obsolete infrastructure, reactive management, politicization of tariffs, low efficiency, and internal structural problems derived from administrative discontinuity. The methodology used in this study was a propositional descriptive design based on a Strategic Planning (SP) diagnosis obtained from the application of a questionnaire to 21 OOA managers. Based on the gaps identified in the diagnosis and through comparison with existing SP models, the design of a non-linear, flexible Strategic Planning Model (SPM) adapted to the context of OOA in Mexico is proposed, aiming to increase performance and sustainability. The model integrates three fundamental pillars: 1) Institutional continuity, 2) Scalability, and 3) Access to federal resources through planning alignment. The SPM should transform planning from a triennial bureaucratic requirement into a long-term State policy, ensuring operational viability and the human right to water.
