OPERATIONAL AND REGULATORY ACTIONS TO ADDRESS THE 2024 DROUGHT IN MANAUS/AM

This study analyzes the technical and regulatory response adopted in the Manaus water supply system during the critical drought event of 2024, which significantly affected the levels of the Rio Negro. The research aims to evaluate the actions implemented by the concessionaire Águas de Manaus, under the supervision of the Regulatory Agency for Delegated Public Services of the Municipality of Manaus (Ageman), highlighting the role of responsive regulation and integrated governance in maintaining urban water security. The methodology employed was qualitative and descriptive, based on document analysis, literature review, and technical field observation, using operational reports and records prepared by Ageman, the concessionaire Águas de Manaus, and technical bodies such as the Geological Survey of Brazil (SGB/CPRM). The results demonstrated that structural and operational measures, such as lowering pump levels, installing amphibious equipment, dredging intakes, and emergency supply logistics, were crucial in preventing significant water shortages. It was also found that real-time monitoring and inter-institutional coordination strengthened the capacity to respond and preventive planning to hydrological variations. It is concluded that the integration between technological innovation, preventive regulation, and institutional cooperation was essential to guarantee the continuity of the service and the protection of the fundamental right to water. The experience of Manaus highlights the importance of consolidating public policies aimed at water resilience, climate adaptation, and regulatory transparency in basic sanitation services.
