ETHICS AND PUBLIC SECURITY: CONTEMPORARY CHALLENGES IN THE ERA OF EMERGING TECHNOLOGIES

The rapid advancement of digital technologies has profoundly reshaped human interaction, social dynamics and the mechanisms by which illicit activities are carried out, generating new ethical challenges and increasing risks to public security. While the expansion of the internet had already redefined behaviors and relationships a little over a decade ago, today social media platforms, large-scale data processing and artificial intelligence systems intensify tensions among privacy, individual freedom and collective protection. In Brazil, the enactment of the Civil Rights Framework for the Internet (Marco Civil da Internet) and the General Data Protection Law (LGPD) established new legal parameters for addressing this scenario, although the speed of technological change often surpasses the normative and institutional capacity of the State. This article analyzes, from a critical and interdisciplinary perspective, how the evolution of digital technologies since 2010 has reconfigured ethical values, social practices, and forms of crime, highlighting: the role of algorithms, the culture of anonymity, and the circulation of data in amplifying antisocial behaviors; the way these transformations impact public safety; and the emerging ethical challenges for contemporary society. The article concludes that the consolidation of a responsible digital culture aligned with ethical principles is essential for ensuring that technology promotes collective well-being rather than becoming a vector of social vulnerability capable of fostering an environment conducive to criminal practices.
