EMPIRICAL VALIDATION OF TELEOLOGICAL COMPETENCE IN PUBLIC GOVERNANCE: CONVERGENT EVIDENCE FOR THE CHAP MODEL

Abstract

The article analyzes, from an empirical and theoretical-interpretative perspective, the extent to which institutional listening provides convergent evidence capable of validating the CHAP competency model (Knowledge, Skills, Attitude, and Purpose) within the context of public governance. The study constitutes an empirical extension of the research agenda inaugurated by Coimbra (2025), which proposes the incorporation of Purpose as the teleological dimension of organizational competence in the public sector. Methodologically, this is a qualitative-quantitative study of a descriptive and analytical nature, structured through methodological triangulation between two distinct and complementary instruments of organizational listening: the Institutional Census of the Court of Accounts of the State of Rondônia (2024-2025 Administration) and the Great Place to Work (GPTW 2025) survey, articulated with a theoretical and normative framework. Quantitative data were analyzed using descriptive statistics, while qualitative data derived from open-ended responses were subjected to content analysis, following Bardin (2011). The analysis prioritized the identification of empirical convergence between similar constructs captured by different methodologies, in light of the concept of convergent validity as formulated by Campbell and Fiske (1959). The results reveal high levels of convergence in the dimensions of trust, institutional pride, sense of belonging, conscious engagement, and meaning of work, indicating the cultural internalization of Purpose as an observable organizational variable. The interpretation of the findings is supported by a hermeneutic reading inspired by Hegel’s Phenomenology of Spirit (1992), understood as an interpretive key to the process of institutional maturation. It is concluded that the CHAP competency model demonstrates empirical validation in the analyzed context, showing that teleological or purpose-oriented competence transcends the normative level and guides behaviors, decisions, and institutional practices, thereby contributing to the production of public value and to the strengthening of governance oriented by data, people, and meaning.
